That saying that every dark clowd has a silver lining rings true here.
No one wants to live under the thumb of a tyranical dictator, but at least when you pay your taxes to a tyranical dictator, that dictator considers that income to be HIS money, and spends it as carefully as any of us would spend our own money. That just doesn't work in a democracy where you have to promise to spend more than all of the other candidates to get elected. It's a fundamental flaw that the ancient Greeks seem to have overlooked. What we need is a system where we democratically elect a tyranical dictator. That is, much the same system as we have now, but where once the elected candidate gets into office, he doesn't keep any of his election promises. Instead, he comes up with some story about not realizing how bad a financial mess the previous government had left the country in until he got into office and saw the books and blah blah blah blah blah... ...or, pretty much the same system as we have now. The reason why a concrete block wall is a good sound barrier is because it's heavy. The MASS LAW of accoustics says that for every doubling of either the mass of a wall or the frequency of the sound waves hitting the wall, the sound pressure level on the other side of the wall is reduced by 6 decibels, or to roughly 1/4 it's previous value. And, the Mass Law is intuitive when one considers how sound travels through walls. When a sound wave hit's a wall, it DOES NOT go through the walls. Instead, the wall moves slightly as a result of the sound wave hitting it, and it's that movement of the wall that re-creates another sound wave on the opposite side of the wall. It's that re-created sound wave you hear, not the original. So, by doubling the mass of the wall, the result is that the wall moves LESS as a result of being hit by the sound wave, and that means that the sound wave it re-creates has a smaller amplitude, meaning it's quieter. Also, the more massive a wall is, the greater it's inertia and the less quickly it can change it's direction of motion. So, by doubling the frequency of the sound wave hitting the wall, you reduce the wall's ability to re-create the sound wave because the inertia of the wall will prevent it from changing it's direction of movement fast enough. Consequently, the Mass Law makes intuitive sense when you realize that sound waves bounce off walls rather than go through them. Painting that concrete block wall with a block filler will increase the mass of the wall slightly, and that will make the wall a slightly better sound barrier, not a worse one.
