Or is that just a matter of establishing a "one man = one vote"
democracy in the nation so that during election campaigns, the candidate
that promises to provide the most goodies to the largest number of
people usually wins?

A famous French political philosopher back in the 1700s
said that democracy cannot long endure, because soon
enough people will figure out that they can vote themselves
