Default Fountain cracked piece broke off

A elderly neighbors fountain had a bad day in a windstorm.

the top piece still covered in plastic protecting it from winter came
off in wind and took a small chunk out of a lower level.

any way to put the intact piece back in and make it waterproof?

A good epoxy construction adhesive should do the trick just fine.

PC11 will reaffix the broken off piece to concrete just fine, just
make sure pieces are dry.

Yes, its a 2 part epoxy, works especially well on masonry, tile, etc.
