Default Help me before I commit a crime!

Two of my neighbors have gone out of town and left their large dogs alone.
The people may be stuck in Denver for all I know.

But, the dogs are barking all night long.

I have called the PD, and they say it is an animal control problem, and to
call them. I have called and left them many messages, but they are off
until sometime after the Holidays, probably early February.

I have Googled under dog barking devices, and all I come up with is those
rated at 25 feet or less.

I want to buy or build something that will make a dog shrivel up in pain for
about two blocks around me. Can anyone direct me to such a device, or give
me the short tour of directions to make such a device?

I know if the dogs will just get some negative responses to their barking,
they will probably quit. But for now, it's about to drive me around the
corner.
