Default Panasonic model CT27G24A dead after storm



I Found Q802, (2SC1384S) shorted and D823, (RL30A) shorted as well. I
cannot find any information on this diode. Interestingly when I Google
RL30A a reference to the transistor comes up, which leads me to
suspect that there must be something already written about my problem
but I can't seem to find it. Can anyone help with this? Thanks. Lenny
