Default JVC TV model AV32950 just clicks once, after storm

This set clicks once when first plugged in and after that does
nothing. Are there any known failures with this model which might be
precipitated by a storm? There is no apparent short in the HOT circuit
or power supply and no other obvious problems. I have no schematic for
this set and am not really familiar with this chassis at all. Thanks

JVC behaves queerly on surge, it can take out anywhere because the
parts JVC likes to use is bit delicate than usual. I had a recent JVC
chassis surge take IF IC out which is very deep in the circuit while
leaving rest of surrounding parts intact except for few blown zero ohm
SMD resistors. (easy to see with magnifer looking for tiny pit.) I
usually see this in inputs circuits and sometimes in the chassis using
as jumpers. Even I had a JVC once that had bad A/V selector output on
the micro. :-)

For yours:

After change 1000uF cap still no go but power supply tries to start
and shoot bit high while watching meter connected to the outputs while
plugging in.

If suspecting surge damage and either power supply is trying to start
but shutting down, change all three digital switch transistors with
DTC124EKA-X (only few cents each, SMD), Q944, Q927 and Q928 FIRST
before trying to make sense of thoubleshooting. This three digital
switches is responsible for wasted hours of searching because they
checks out with meter because of resistors built into them.

After that, finding rest of broken bits is gravy.
