Default Inline speed control for a grinder

This writer talks about an "inline speed control" for a grinder.

http://toolguyd.com/bench-grinder-cr...ecommendation/

Does anyone know what he is talking about? What should I buy to set this up for my Craftsman grinder? I need lower speeds for my lathe tools.

Thanks,

Mike
