any hints on making heater from brake drums, in particular joining

Preheat and braze? Or preheat and tig with stainless steel wire?

Clean the areas you are wanting to weld with a wire brush/wheel..weld
with 6013/7018 or MIG/TIG

They are cast steel for the most part.

Its a subject that comes up regularly on the welding groups.

Google can be your friend.
