Default Anyone recognize this special oiler?

trying to figure out what this goes with - see link below - probably
associated with an old hit and miss engine or steam engine, but it would be
nice to have a clue

one theory I have received is that this is an oil supply pump for a speed
control - used to put hydraulic pressure on a clutch for a large ventilation
blower - can any of you guys who know stuff confirm or contradict this
theory?
