If you don't need a lot of them drill 1/4" hole and square out the
corners with a file.

Otherwise you should be able to get a sheet metal punch.

You would be surprised how a little practice with a file makes pretty
nice holes. If you don't trust yourself drill the corners first so they
come out square and lined up
