I sure am glad I do not live in that area. I am out in the country and
have the well and septic tank. If I want to burn something I can.
There is a restriction that it has to be natural like leeves and treees,
but a few pieces of cardboard or lumber scraps would hardly be noticed.
If I want to shoot off a few rounds from a gun , no problem.

I don't live in the middle nowhere (town water) and there is no
problem burning leaves, cardboard, or wood (no PT, obviously). There
are "red flag" (dry or high wind) days and air quality alerts when
you're not supposed to burn but they usually only last a few days.
