Sounds plausible to me. Royal Canadian Mounted Police leaving their posts in Canada to travel across Alaska and cross that bridge into Russia where they intend to occupy part of that country as an American territory called "Little America" and the Russians going along with the idea just to see if it catches on and goes viral.

Yep, that'd be like Tommy Chong raising money to buy a surplus Russian submarine that can submerge in Mexico's territorial waters and surface some place off the coast of California in the middle of the night to unload "importations" that wouldn't be allowed by regular customs and border agents, and the US Coast Guard going along with the idea just to see if it catches on and becomes popular with the higher ups in Washington DC.

Why bother. You can walk across the Pacific to China on the fleet of
container ships.

The idea of a Little America is a good one though. It will be nice to

Phelps actually did some good in his early legal career. He
helped some black people out early in the civil rights movement. He was
disbarred for his treatment of a court reporter.
