Default Waterproof tape?

Anybody know of a tape with the elastic properties of electrical tape that
has an adhesive that would stick to the bottom of a hot tub? (under water)

Dry the tub and the electrical tape will stick, but it will not hold up
to someone rubbing it with their foot and as it gets hoe the adhesive will
not hold as well.

Maybe if you can provide more information someone might be able to
suggest something better. Depending on the material of the hot tub a
fiberglass patch might be a good solution.

stop by a pool supply place and get a vinyl pool repair kit. it's clear
plastic and
the adhesive allows applying it underwater.

Contact your local hot tub store/contractor. You might be surprised
by a simple solution.
