Default AC: High heat/cool doesn't work; cycling noises; clicking

Through-the-wall reverse cycle GE cool/heat unit, less than a year old,
behaving strangely. "High" does not work on Heat, Cool, or Fan--only
Low. Fan motor seems to speed up, slow down. Every 30-60 seconds,
fairly loud "click" heard inside unit. It's cold here so unit is on
Heat and heats room just fine.
Circuit breaker seems ok, but I'm no electrician.
What might be going on? Thx.
