anyone built a lift to raise one small car to fit another underneath ?
I've seen the commercial lifts, but how hard could it be to build one?

Not hard, but I would not get under it. I would follow exact plans
that are known safe. I think with all the custom saftey parts you
will hand make and retail price you pay you wont save

I agree - wouldn't catch me under a home made lift. I would either settle for a
drive up ramp that gives 12" of lift, or buy something like this:
