Does anyone know of a source for something like this in a case with
power supply and controls (finished product);

That particular manufactures makes enclosures and power supplies for
their meters- it all just snaps together- like here, under accessories

All I've seen for their high speed counters are bezel and panel mount
kits. Digikey stocks or used to stock them. I could enquire about
enclosures, but that's plan C. None of the finished Red Lion counters
are high speed.

You may need to look for better quality (relatively speaking) industrial
counters or self-enclosed units such as test equipment universal counters
(which most likely won't have any output/control features, just display
capabilities).

The industrial DPM digital panel meter modules have many output/control
features but you would need to purchase small individual enclosures for
them.
Many of the DPMs are line voltage 120/240VAC, but some have 12 or 24VDC
options.

I would assume that there are enclosure/project box makers that can supply
front panels that are already cut/punched to accept industrial DIN standard
size DPMs (maybe).. otherwise, one would need to cut the front panel, then
add a couple of holes to the back panel for power, and control line leads.
