Default How do I set a Divide-By-N counter High or Low

I need to know how to set the pins on a Divide-By-N counter either High or
Low on a PCB. Also is "1" and "0" the same as high and low?

Can anyone help me?

If you mean a TTL compatible chip, 0 is ground, 1 is safest through
a resistor (e.g, 1K, can share for a dozen inputs) to +5. For normal
positive logic, 0 and 1 are the same as low and high. If you are just
doing the PCB artwork, ask the designer to clarify. Ultimately, it's
their responsibility but they'll manage to blame you if it is wrong.
