Default small 16V or big 220V capacitors?

PC mobo either resets or would not put graphics to monitor at all
guess due to faulty supply(works ok with a new though stronger supply)
so which supply caps to replace first?(visually all look ok)Vacuum
cleaned it inside as well as the m.board-no help ,
would you suspect some supply /mobo transistors or regulators ?
