I have an old set of AR5's from 1969. One of the
speakers makes a raspy/distorted noise on playback of hi frequency
sounds. I have noticed that at the base of the paper cone there is a
connective seal, like glue. On the tweeter in question there are some
open gaps in the glue. Could this cause the distortion? Can I glue
this area to help secure the cone and reduce distortion?

No, no, no, no, no!

If you GENTLY push the cone in and out trying to keep it even (don't push in
one spot) is there a rubbing sound? If so, the coil has distorted or turns
have come off. Repair or replace.

Do you mean holes in the suspension? If so, how big? Small holes are
harmless.

To see if this is the problem, push at the edge of the voice coil (not
the edge of the cone), move round pushing at each spot. If this slight
offcentredness causes grating/rubbing, either the voice coil has
partially come loose or the cone needs recentering. The need for
offcentred pushing is that the paper structure will bend during use, so
pushing it centredly may fail to show up an existent problem.

Either way you'd need to remove the paper cone from the tweeter frame.
Carefully. Recentering something as smsll as a tweeter should be fun.
Its doable but not easy. Rewinding a voice coil is straightforward
enough if you can get the old wire off, but a sod if its stuck solid -
as it should be.
