Just wear a bright-colored sheet/robe and greet them by asking if they plan
to attend Hogwarts when they turn 11.

At various times they do, but they don't get the fashions right. They tend
to combine eveningwear with swimwear and things like that.

If you haven't read the books you might not know that Harry's parents were
killed on Holloween. The day has some significance to them.
