Default Rockler log tenon maker

I have a lot of iron wood or muscle wood that I want to use to make a
railing. I am planning on getting a tenon maker but I do not know which kind
to buy. Rockler has one that uses your router with a special bit and guide
fixture. They also have one that is used in a drill. Iron wood is very hard.
Should the tenons be cut when green or after drying the blanks? The wood
will be left natural and in the round. Anyone have any experience with these
tenon makers?
