I bet we do - it'll be the standard excuse of "the rain fell in the wrong
places to flow into the reservoirs or aquifers".

I wonder if you actually read here as much as you post. The discussion about
not actually storing the excess rain as many parts of the world do has come
up a few times.

We might.
It is assumed we'll get a "Mediterranean" climate. (ie dry Summers)

The reservoirs can only hold so much.
No new ones have been built to meet population increase.
But ground water will have been built up.
