I thought it already had a huge scaffolding temporary
roof anyway ?.

Blame the 'professional roofers' ?.

Default Diy Roofer needed.

Which reminds me, were they not supposed to be moving out for a year to
allow restoration work?
Seems to me if I was going to make an important building for Government, I'd
not want it built right on the edge of a big river on clay and then not do
much maintenance on it for years, but redo the insides. Very good idea that.

Give them all synapptic tv boxes, and tell all 650 of them
to work from home for a few years.

Then they would moan like hell as there would be less opportunities to
claim expenses .
