Default PDF Editor ???????

Can anyone recommend ( a preferably free !!!) editor for .pdf files? I have
a large file (approx 250 pages) that represents a machine manual that has
been scanned to searchable pdf format, and I'd like to clean it up removing
thumb prints and torn corners etc. It comprises lot of text and line
drawings.

Photoshop will open PDFs. Older versions (CS) will only do a page at a
time. I've a feeling the later ones can open batches. I did this once
(scanned handbook for a Drummond lathe that had been butchered beyond
measure) and it was rather time consuming and that was only about 2
dozen pages.

Not matching any of your criteria but, dash it all, it's xmas! ;-)

Certainly the price is modest enough - thanks I'll investigate.

The gimp will open the lot in layers, and will allow you to do basic
photoshop type editing

Not a recommendation, but Wiki has some very useful lists of software by
type:

Adobe Acrobat: Adobe Systems's proprietary desktop PDF authoring suite.
Adobe Photoshop: Adobe Systems's Graphic Design software and image
editor.
gDoc Fusion: proprietary/shareware desktop product to create,
review, edit, share or archive PDF and XPS documents. After 30 days a
watermark is placed on documents in shareware version.
IceCream Split & Merge: It offers multiple array modes that enables
users to split and merge Portable Document Format (PDF) documents,
including password protected and encrypted files.
LibreOffice: free (MPLv2) GUI tools to manipulate, split, merge,
encrypt and decrypt PDF files
Nitro PDF Pro: a proprietary commercial PDF creator/editor with an
interface styled after Microsoft Office; replicates most or all features
of the Adobe Acrobat full commercial version; offers a separate freeware
reader (which also supports PDF creation, annotation, collaboration and
signing); Ghostscript not additionally needed.
PDF Studio: Proprietary software for viewing and editing PDF documents
pdftk: free (GPL) command-line tools to manipulate, edit and
convert documents; supports filling of PDF forms with FDF/XFDF data
PDFSaM: free (GPLv2) command-line and GUI tools to manipulate,
split, merge, encrypt and decrypt PDF files
PDF-XChange Viewer: Freeware PDF reader, tagger, editor (simple
editions) and converter (free for non commercial uses).
Solid PDF Tools: Convert PDFs into editable documents and create
PDFs from a variety of file sources.
Microsoft Word 2013: Proprietary desktop software. The 2013 edition
of Office allows editing PDF files.

Do be aware that because the end result is a PDF doesn't guarantee what
the original scans were which can make a big difference to how easy it is
to clean them up.

Open Office - install the .pdf editor extension.

Easy peasy.

LibreOffice works 'out of the box', but I'm not too sure how well it''ll
clean up things like thumb prints.

It wont. if the task is to edit images from pdfs to clean up, that's
another matter that libre office cant help with. However it can help
reading them and extracting images to edit, so its a good choice as a
first step.
