Default Securing toilet pan

Ceramic toiler bowl sitting on tiles. Mr Bodgit after laying tiles only used two screws to secure it floor. (He also didn't bother to raise the cistern so pan is slightly tipped up at the front)These screws have now rusted/corroded and snapped. Short of de-coupling the pan from the cistern and the outlet pipe to allow me re drill and plug new holes how else could I secure it.

Would any type of adhesive do the job? ISTR these things being cemented in at one time. It would need to have good gap filling properties due to the gap at the front.

Expanding foam ?

It will need to have a certain strength as when one sits on the loo it tends to tilt and swivel about the contact point at the rear though I suppose I could insert wooden shims in the gap at the front to stop it tilting.
