Not if you were to pull far enough forward to the obstruction as to prevent them passing on your left. That is even worse - closer you get, the more your visibility past the hazzard is reduced. As always, a great deal depend very much depends upon the individual circumstances. Personally I aim to drive at such a speed that as much as is possible - I never actually need to come to a complete stop. In other words I would try to adjust my speed on the approach so as to arrive at a time when I could simply pass the parked vehicle - it works most of the time, though obviously not always.
