Default Plastics primer

On my gable end I have a large white Permali-type electric meter
cupboard. To make it a bit less "loud" I intend painting it very
roughly brick-coloured.
Can anybody suggest a suitable primer (if any) which might be
suitable?

I simply slapped house coloured sandtex over mine,.. Its still
there..even the meter :-)
