Default WC flush without cistern

As part of a new build we're putting in wall hung WC's. Aha I thought a
great opportunity to get rid of the hidden cisterns and replace with a
solenoid valve and DC backflow preventer.

But, from what I can glean from the regulations that type of
arrangement is specifically prohibited for houses. Can anyone confirm
this is so? If it is, it seems bizarre in this day and age.
