If a king tried to tax people at the level that most democracies are taxed, they would go down to the palace and lynch him and that would be the end of it, and kings know this. But in a democracy the blame is distributed and there is the fiction that one can vote out the scoundrels that implemented the high tax. The reality is that you can't get rid of all of them at once, and the ones remaining corrupt enough of the newcomers to continue the old policy, but the fiction protects them from lynching. We voted the Democrats out--the taxes didn't get reduced to a reasonable level. We voted the Republicans out--the taxes still didn't get reduced to a reasonable level.
