Walmart was expanding during a recession when Target and Venture were closing stores. You could ask Bill Clinton about that if you see him, since much of this happened when he was governor. As to government programs being "broke",,,, the point of them is not to turn a profit, or even to attempt to break-even, financially. They're supposed to lose money. The government doesn't 'work' for money; it's just pieces of paper and they can always print more. Inflation is detrimental to personal savings--but then, many of the interests of the government and the individual are contrary, and not reconcilable.
