Default OT -- more shots in the dark.

As part of the effort to reduce the costs of government, a
drive is to be implemented to reduce/consolidate the number
of governmental data centers. The problem is there is
almost no data on utilization of either storage or
bandwidth, thus this is simply firing more shots in the dark
in the hopes of hitting something. If history is any guide,
some of the centers eliminated will be high utilization
sites, followed by great lamentations about the degradation
in service and loss of data.
