Default Torq Cut 22 Bridgeport

Anyone have any experience with the drawbar cylinder on a Torq Cut 22?
Was curious if the mounting plate is supposed to have two halves where
it fits over the thrust plate.
When the cylinder is actuated it cocks to one side because it has a
three point spring suspension on shoulder bolts and springs.
This I think is a result of only having one half, beyond me what would
prevent this from moving.
