That could have been stockpiled for the underground garage that they
were preparing to build. Probably it wouldn’t have mattered, but I'm
not sure why they use "hollow pilings.” I can’t imagine that the
concrete saved would amount to much money. Maybe Henry Petroski
(failure analysis engineer/author) will include a discussion of this
incident in a new book. It’s a good sign that China seems to be more
open to embarrassing news, but they’re still very far from being an
open society. Probably someone will be jailed or shot.

This is about a year old. Look at all the window treatments and
blinds already installed - I think they evacuated in time, but it was
occupied.

Those footings would have been inadequate even without the hole on
one side. spoils on the other, and a lot of rain to soften everything
up. IMHO a good strong earthquake would have taken it down.

Betcha they called in an army of manual laborers and salvaged out
all the unbroken windows, then the contents, then took it apart brick
by brick, saved all the rebar and crunched the concrete bits into
fresh aggregate...
