All depends on the training and mindset of the shooter.

At short ranges a hangun can be very effective. Maybe even quicker to
aim and shoot.

Many cops are not trained very well. Only good enough to qualify on
paper once a year.

I actually saw some of them at the gun club setting up gallon milk jugs
at 21 feet, taking slow aim and missing them.
Saw another taking a 30/06 rifle he bought to go deer hunting. At 25
yards he could not keep 5 rounds on a target the size of a man from his
hips up.

I loved the day we got to throw a grenade. Firing Howitzers gave me a
chubby. Almost as good as using dynamite to fish.
