Actually both sides, if you are going to have rationing (and Econ 101 tells us that the basic function of an economy is to ration things because you can't have 100% of everything). If you had watched the videos there was a section at around 8:20 in the second video that shows a group of crazy Englishmen who built a trebuchet for flinging adventurous people through the air until someone finally got killed.
