I have an older home whose previous owner installed this hideous
parquet flooring over vinyl tile. Given the age of the home (nearly
40 years old) I'm almost positive the vinyl tile contains asbestos.

My question is can I remove the flooring above the vinyl without
concern? Of course, I will add an underlayment over the vinyl again
and install ceramic tile.

Go down all the way to the underlay UNDER the vinyl tiles. It won't be that
much more work but it will allow you to prepare the new job properly without
adding to the height. This method will allow you to remove the vinyl tiles
with the least amount of crumbling. Once you get part of the old floor up, I
have found that a flat garden spade makes short work of getting under and
pulling the underlay up from the subfloor. The amount of asbestos in vinyl
tile is minimal and sealed in the tile. Seal off the room and use a quality
mask to remove. Then thoroughly vacuum and damp mop.

My parquet was applied with a thick adhesive that would completely
seal the potential asbestos flooring. So if yours is the same then
I wouldn't worry about it. Just wear a mask when removing the parquet
and until you finish the underlayment and clean the room.
