mower will idle but will not open up, is it the governor spring? anywhere to order spring?

Could be th at, or the throttle plate is stuck. On a Briggs and
Stratton, if the throttle is stuck, it usually sticks wide open.
Exciting when you first start the mower and it runs a megamax RPM.
