Legal to use this wire for home wiring?

Legal to use this wire for home wiring?
wire is cheap, if he uses it someday a home inspector will find it and
the buyer at the time will want a rewire, or a bunch of $$$ off the sales price |

If there's no easy way to tell, you could test it and mark the conductors. Code violation.
