Default Old cracking caulk?

In a place that has old cracking caulk, in say the bathroom,
is it advisable to put new caulk over the old cracking caulk, or must
the old cracking caulk first be removed? If it is the latter, what
can it be removed with, besides scraping with a flathead screwdriver?
Is there a good chemical you can use for that?
