Default 1.9 cents a minute

My friend suggest me this calling card http://www.telthreeadvantage.com
because I make a lot of calls to Europe. What it says there no
tax,fee, can call from any phone. He like it. Is any one else using
it?

http://kc5fm.pushline.com/ is a lower rate for the European countries
I compared, including mobile phones. As you know, since you call EU
so much, calling a mobile phone there is higher than normal rates.
You will also note that the 1.9 cents to which you refer in the
subject is for the USA to USA connection. The USA to USA connection
on this is 1 cent per minute.

You don't say from where you call in USA to EU. However, there's a
search engine at http://kc5fm.ld.net (click "services for home" then
"advanced search") where you can search by entering the area code and
lata and state where you are calling. There are a number of rates
there that are lower than the site you mention. For example, one has
three cents per minute with no monthly fee to UK, DK, and Germany.

Not on a card with no fees.

The card he referred to is not a great deal for a no fee card, it's
about 50% more expensive per minute than some other cards. Something
like TalkLoop is much cheaper per minute, also with no fee.
