Default "right of first refusal" to purchase freehold for leaseholder

Hi all,

I have a leasehold flat in a converted house, the other flat is owned
by the freeholder.
The freeholder is selling the flat and I presume along with the
freehold.

Do I have a right of first refusal to purchase the freehold and or the
freehold flat for the
same offer price? If so how do I proceed?
