Rehabbing a house in Cleveland. Looking for a heating solution that
will be 1.) healthy 2.) cost effective. Considered radiant ceiling
panels (Enerjoy) - now concerned about EMFs. Have allergies, so
originally wanted to stay away from forced air. Any suggestions??

I think natural gas is still cheaper, but the new 97% efficient models are
forced air. You can get a HEPA filter installed, but find out how much the
replacement HEPA filters cost. Might want to get a couple of Walmart stand
alone HEPA air cleaners instead.

You can save money by getting a zoned system, turning off heat in unused
rooms, turning whole house heat way down at night, and using an electric
space heater for just bedroom at night.
