Default 27" Sony KV-27FV16,chassis:SCC-S41J-A

27" Sony flat screnn stereo tv
model:KV-27FV16,chassis:SCC-S41J-A,(chassis:BA-5),year:Aug 2000.No
remote control functions, remote works on other Sony tv's upon
troubleshooting I found that IC4050=IR remote receiver's pin 2=vcc is
shorted (4.26 ohms with my Fluke DMM series II model:29) so I
definetely know that's bad so I would like it's Sony part # and any
other equivalent part #'s for it.
I disconnected the IR receiver board but the VCC for it is still
absent I did not find any open fuseable resistors or shorted diodes
going back to the SMPS x-fmr,I don't have the service manual and am on
slow dial up so no point in downloading the manual from Vance Baldwin
or schematicsforfree.com
Anyone have any common repair tips, thanks in advance.
