Default HP1740A Repair

Traces comes on full bright and intensity control has little affect.
Manual indicates ther should be .4V on pin 3 of U1 but I get -.61V.
Pin 7 reads -.176V which baffles me as the schematic shows 3 and 7
shorted together. My thinking is that U1 is bad.

Any thoughts?

According to my 1740A manual and U1
pin 7 is +15V and pin 3 is non-inv i/p
