Hi,

Take a looksie

Look closely and you will see what appears to be interference, I promise you it
isn't. If the monitor is switched off then back on for a split second the
screen is sharp, in focus and without these lines. Then the monitor goes
haywire. It seems to be worse when then monitor displays lighter colours and
especially white.

Is it fixable?

Fixable? Yes.
At what cost? Unknown until it is properly diagnosed by an experienced and
qualified technician.
Most minor monitor repairs are at least $75 for things like a single bad
capacitor or a solder connection issue. Repair costs typically go up from
there. Is the monitor worth fixing? Unknown. Is it worth at least paying
for a quality estimate? Possibly if it is a 19" or larger.

From the very limited information available in the picture, I would start by
troubleshooting the power supplies and high voltage supplies.

To me, it looks like an electrolytic capacitor is bad. I had a 19" CTX
last week that had a simular problem. It turned out to be a 1000Uf/16V
capacitor had gone done in value to about 50Uf.
I would start by checking the caps in the secondary of the power supply
first. Then check the ones in the horizontal/vertical sweep section.
And finally check those on the CRT neck board.
An ESR meter comes in handy here to check the caps in circuit.

All monitors are fixable. It depends on how much you want to invest in
repairs.

This looks like a fault in the power supply, horiz scan, and or high voltage
sections. It is also possible that the HV multiplier may be defective.
This type of fault would require proper troubleshooting. You would have to
bring the monitor in to a service centre to have it repaired. You will not
be able to service this yourself.

Since it is a very good model, and if the CRT is in good condition, It may
be worth to service it. You would have to have an estimate done in order to
make an intelligent decision.
