Default Philips 25" TV vertical lines, can't find the problem

I've got a Philips 25" TV that has black jumping lines across the
screen, after a while the lines turn into jumping vertial gaps. There
is a picture.

I've replaced the vertical IC, the main video driver IC. Still the
problem remains. I also replaced IC, ST24W04B6.

I took it to two TV shops, they just don't know. (first shop said the
vertical IC, 2nd shop said the video driver IC)

The shops check the filters and all the values of the components
around the vertical IC and said they where ok.

Now for the list of numbers
video controler IC: TD48846 S1
model chassis: 25F8007583
model: ms2530 c255

The TV is only 2 years old.
