My TV set (Oceanic with Nokia Eurostereo 2B-F chassis) has the
following problem:
When I turn it on, nothing on screen, got only the standby (-/--) lit.
When I try to change the program canal (with the front pushbutton),
the standby led changed to 1 (for example), then I get horizontal line
on screen which dissapear immediately and the SAT R led starts to
blink.

I think I have vertical deflector problem and think of changing the
vertical IC (TDA8170). Before changing this IC, should I look at other
components (I don't have the schematics), or can you give me repair
tips?

Before changing TDA8170 look for bad solders and
check vertical yoke connection.Also check power
supply for TDA8170.
