Default Phillips TV model 27PT6442/37, Ch. LO4.UAA draws 12A on startup

This set came in with an open fuse, a T4E-250V small fuse. I'm not
familiar with this designation but it looked like a normal "AGC" type
element so I replaced it with one of those standard blo types. It
started up a few times and looked fine before eventually taking out
the new fuse. Each time it started though it was with a loud initial
hum from the degausing coils. Thats when I looked for and noticed the
12A surge on startup. After the thermistor apparently heated up though
the run current dropped to low normal conditions. I've seen this in
some Panasonics and I think some Sony's where replacing the thermistor
made no difference. The remedy was simply to install a slo blo type
fuse. Before I go replace the thermistor on this set, is this a

Symptom:
Dead set. Open AC line fuse, 1500. Replacement may blow again.
CLUE If degaussing coil is unplugged fuse blows will stop.

Cause:
Current parameters of degauss resistor and degauss coil

Remove degauss resistor 3523 (white rectangle) and replace using
location 3507 with service code 2122 663 00019, a 3 ohm PTC resistor.
Give close attention to the marking on the CBA for 3507.
