Default Computer Monitor Brightness

I have had my PC for a while and the monitor came with it. But recently
the Monitor Keeps on flashing with different brightness. In fact it is
doing it right now. The brightness settings stay the same but for some
reason the brightness level goes from up to down very quickly. I would
think probally inline with the refresh rate maybe a little slower. I
have had the Electricity supply checked and the current from the mains
is coming as it should. I have got a Surge protector and a device which
levels out the current from the mains but still i have this problem. I
also have a TV which chages the colour of the screen to black. for
example i am watching a film and then the brightness of the screen
begins to reduce until it is totally black. I think that a part has
gone on that. If anyone knows of the part the needs replacing could you
please tell me.

This on is right angled but the one on the board is not.
