Default ViewSonic E390 brighness/contrast issue (similar to Dell P1110)

I have a ViewSonic E390 that even when the brightness and contrast
turned all the way up the picture is still dim. This reminds me of the
Dell P1110 Trinitron that a friend has that suffered from a similar
issue except that in that case the monitor was too bright. In that
case the issue could be easily repaired by increasing the value of a
resistor (or was it a capacitor).

Is there any chance that there is a simple cure for this monitor like
there was when I fixed that P1110?

Although I'm sure that someone will tell me that my 19" CRT has had a
long good life and that I should replace it but I'm not in a position
to do that right now unfortunately

I'm not sure if it matters but the monitor is not an E390 but and E790.
Thats what I get for covering the model number with a Debian sticker.

Some models have an internal control, however crank it up too high and the
tube life is very short.
